The proposed 25-story granite and glass office tower at 500 Capitol Mall will be topped with a two-story triangular glass penthouse. The project, to be built on spec, will cost an estimated $115 million. Tsakopoulos Investments, which includes Angelo G. and his father, George Tsakopoulos, would pay for the project, along with supplemental financing from San Francisco-based Bank of the West.
